This paper introduces an indicator of educational inequality. It is based on the assumption that educational equality occurs only when any group of students has the same learning distribution, whose values correspond to what is necessary for a productive and personally satisfying life. The indicator is, essentially, the distance between a reference and the observed distributions. This paper also shows that the Brazilian basic education inequalities are very large and will never disappear if the improvements continue at the current pace.
