Abstract

One potential benefit of using IRT is that a calibrated item pool can be constructed and item parameter estimates can be used directly in linking or equating applications. This study considered the case where the development of a calibrated item pool is necessary when a new measurement model like MIRT is considered for an existing operational test in which a large number of test forms were sequentially linked to the base scale. A simultaneous linking approach (Haberman, 2009; 2015) was proposed to reduce the risk of item parameter drift due to the large sequence of transformations. The performance of two variations of SL methods is evaluated in the multidimensional case in terms of the parameter recovery across various ability distributions.
