Abstract

Although governance in complex systems has received ample attention by scholars, the recurring call for empirical research is seldom answered. Notions about network-, multi-layered– and polycentric governance inspire policy makers, but knowledge about the kinds of steering dynamics that arise is lacking. The symposium will present findings on how governance in complex education systems actually works. First, a theoretical framework based on Foucault's concept of governmentality is introduced. Subsequently, findings of three empirical studies based on this framework are presented: country specific characteristics (international comparison); steering dynamics at the Dutch national level (policy analysis, interviews); and steering dynamics in Dutch boards of secondary schools focusing on teachers daily practice (multiple case-study). All studies focus on "raising standards" and "civic education".
