Higher education institutions have been playing a pivotal role in the emergence and elaboration of the Open Educational Resources (OER) movement. Initially, pioneering institutions such as Massachusetts Technology Institute (MIT) have led the conceptualization of OER in general with suggestions of models for sustainability. Following the forerunners, many other institutions started their OER initiatives for fulfilling the greater cause of education—affordable and equal education. Unfortunately, however, several OER initiatives have experienced failed efforts, leaving minimal impact. It is advisable that they follow a systematic guideline for promising results. A review of literature using keywords such as organizational innovation, change management, and OER implementation conducted in order to develop an implementation model for OER efforts.
