By now, all 50 states and the District of Columbia have implemented K-12 standards that meet college- and career- ready (CCR) expectations, and have also implemented a wide range of policy activities supporting the implementation of CCR standards. Drawing on data from a 50-state policy database that captures the extensive array of these activities, this study provides a comprehensive macro-level examination of states’ implementation of CCR standards. Using the policy attributes theory as the organizing framework, we describe the trends, patterns, and variations in the implementation of CCR standards across states, with respect to five attributes related to the success of policy implementation: specificity, consistency, authority, power, and stability.
