The Impact of Statewide Teacher Evaluation Policy on School and District Human Resource Decisions

Abstract

This mixed methods study examines how changes in statewide teacher evaluation policy have impacted school and district human resource decisions. Quantitative data was collected via an online survey of staff involved in Washington state’s teacher evaluation. Random and stratified random sampling strategies created statistically representative samples of the state’s teachers, principals, assistant principals, and superintendents for survey purposes. Qualitative data was gathered in eleven purposefully-selected case study districts. The study investigated efforts to support principals charged with implementation of a more rigorous evaluation model, and explores outcomes such as the need for increased staffing and a restructuring of human resources. The study also explores efforts by districts to invest internally in capacity-building to create supportive conditions for the evaluation process.
