The expansion of high quality early childhood education (ECE) is in the public square like never before. However, the funding to support the calls for large-scale expansion has lagged. Thus, decision-makers need a strategic approach to allocate limited funds to serve the most vulnerable children first. The Integrated Data System Approach (IDS) works with government to use existing data to optimize resources and community assets towards a more effective and efficient solutions to major social problems. This study applied the IDS approach in Philadelphia to help understand the early risk experiences and access to quality ECE of the entire population of children age 5 years so the City could create a plan to strategically allocate limited funds.
