Abstract

The Every Student Succeeds Act (ESSA) provides new opportunities for educators to serve in decision-making roles in state and local policymaking. Educators’ ability to seize these opportunities depends on the extent to which they are empowered, both structurally and psychologically. This theoretical paper explores the role of teachers unions in creating, sustaining, and supporting these dual aspects of empowerment.
