A Snapshot of Response to Intervention Implementation: Stakeholders' Perspectives at State, District, and School Levels in Florida

Abstract

Response to Intervention (RTI) is a data-based decision-making framework of service delivery that has the potential to improve educational outcomes for all students. States such as Florida have mandated the use of RTI in all schools since 2010, and have also started statewide initiatives to promote RTI. This research report is based on an ongoing vertical case study which explores RTI’s reform landscape in Florida. Using snowball sampling, the researcher interviewed stakeholders at state, district and school level. Constant-comparative analyses of stakeholder interviews yielded insights about the structures and processes they perceived as existing or missing. It also illuminated the way RTI reform was perceived by teachers at the local level.
