This paper examines the spatial spillover effects of state higher education appropriations on the number of bachelor’s degrees awarded. The study draws on concepts from principal-agent theory and employs a spatial Durbin model, via an Arellano-Bond linear dynamic panel regression technique. The preliminary results of this inquiry show that the number bachelor’s degrees awarded in a state is influenced by some higher education finance-oriented policies and the structure of the higher education market in surrounding states.
