Critical Leadership for Emergent Bilinguals: National Perspectives From the State, District, Principal, and Teacher Levels

Abstract

Educational leadership is a neglected area of research and practice in bilingual education. This symposium presents leadership studies informed by critical theories at the state, district, principal and teacher levels to highlight challenges and opportunities to advance bilingual education. State leadership centers on compliance with federal laws, but does not promote bilingual education models. District leadership varies based on qualifications and licensure. Leaders with only administrative licenses focus on legal compliance, whereas bilingual specialist-leaders robustly promote bilingualism, but lack the status to implement. Latinx principal’s identities inform a dynamic view of bilingualism and inclusivity. Teacher pedagogical leadership positively impacts student outcomes. We propose a cohesive, collaborative and critical paradigm among all levels to promote transformative equity for emergent bilinguals.
