Education is a transformative process, a pathway starting at birth and continuing through the lifespan. For many youth the pathway is not always clear or continuous. In particular, improving outcomes for culturally and linguistically diverse youth, students with disabilities, and other youth at the margins will require a paradigm shift and greater accountability at the federal, state, and local levels. In order to truly facilitate change to improve outcomes, policymakers and educators must be willing to examine the legal and historical contexts that have impacted these students’ opportunity and access to experience in-school and post-school success. Through iterative discussion this panel will explore empirical evidence to build a comprehensive, connected, and fluid birth to adult transition continuum for marginalized youth.
