States have taken an increasingly muscular role in supporting turnaround of the lowest performing states. However, the end of NCLB and the the beginning of the ESSA era have led to greater variation among states as federal requirements are relaxed. This session examines the evolving dynamics of state turnaround strategies in a complex and changing policy environment.
