Due to the numbers of culturally diverse students being educated in public schools are growing immensely in the world, whether teacher candidates are culturally competent to today’s diverse classrooms is needed to be investigate. From this point of view, the purpose of this study was to examine cultural competence of pre-service teachers in three cultures. Whether developmental aspects of pre-service teachers affect their cultural competence was also scrutinized across three countries such as Turkey, South Korea, and the United States of America. The results indicated that cultural competency levels of pre-service teachers in South Korea were higher than Turkey and self efficacy and social justice beliefs of pre-service teachers have strong positive effect on their cultural competence.
