As educational reforms move into practice, issues of coherence within states education systems become challenging. In this paper, we examine two cases of state level educational reform in science to answer the question: What opportunities of practice do state science leaders identify in supporting coherence during the implementation of equitable science teaching and learning guided by the Framework? We find two opportunities in practice for states to foster equity and coherence during science education reform: through local networks of diverse stakeholders, and through state led teacher leadership initiatives. The findings of this paper offer options for states to explore as they continue to roll out implementation of new visions and practices in educational systems.
