Developing a Depth of Implementation Measure for a Comprehensive Reform Model Focused on English Learners

Abstract

This study examines the development of a Depth of Implementation (DOI) Tool, which was designed to measure the implementation of a comprehensive education reform based on the needs of English Learners. Early results from the content validation processes show promising evidence that the key implementation components of the EL reform have been identified, and the indicators provide enough specificity to guide data collection efforts. The results also hold promise that the DOI Tool can create a sense of ownership and confidence among district and school staff in identifying perceived levels of system-wide implementation and may help ongoing monitoring, refinement, and sustainability of the EL reform model.
