In recent years, China has issued many educational policies to narrow the gap between urban and rural.Rural Teacher Subsidy is one of the most important policies.To explore the policy effect, data were collected from 845 teachers and their 18 principals in rural area in Beijing. By HLM, SEM analysis, we found that rural teacher subsidy impacts teachers turnover intention negatively, and have a negative moderated influence on the process which principal leadership influences teachers work engagement through school culture. The rural teacher subsidy policy is conducive to retaining teachers in rural areas, and puts forward higher requirements for the principal leadership.
