Poster #15 - Dual Language Learners With Disabilities in Texas

Abstract

The goal of this paper is to explore how DLLs are being served in ECSE programs in Texas. Informed by best practices in early childhood, bilingualism and requirements outlined in IDEA, this study is guided by an integrative conceptual model of child development grounded within social stratification theory. Data and policies related to the dual identification and placement of DLLs with disabilities in Texas public schools was examined. Data and information is presented and considered within the context of educational and community environments. Becoming better informed, we can potentially guide the development of a standard process for evaluating and conceptualizing quality early childhood special education programs for DLLs in the future and improve services for these children and their families.
