Assessing the Impact of the NCAA's Accelerating Academic Success Program on Historically Black Colleges and Universities' Academic Progress Rate

Abstract

In 2005, the National Collegiate Athletic Association (NCAA) implemented the Academic Performance Program (APP). APP is an incentive/disincentive reform policy comprised of the Academic Progress Rate (APR; Blackman, 2008). However, the inequality in resources among Division I teams, results in unequal policy implementation. Consequently, Historically Black Colleges & Universities (HBCU) are the predominant recipients of APR academic penalties (NCAA, 2015). To address this problem, the NCAA added a pilot program, Accelerating Academic Success Program, to financially assist limited-resource institutions (Grasgreen, 2013; NCAA, 2013). Out of the 24 Division I HBCUs, three received the $900,000 award (NCAA, 2013). Using the NCAA’s publicly accessible APR database, regression point displacement will determine the effectiveness of the pilot program on HBCU teams’ APR scores.
