Readiness for change is a multi-dimensional, multi-level, multifaceted construct and an important factor in individuals’ initial support for change initiatives. Organizational readiness for change is a critical precursor to successful change implementation. While there is literature on organizational change and readiness for change, limited research has explicitly conceptualized or empirically measured readiness for change from a systems perspective investigating interaction of both individual readiness and organizational readiness for change. This paper critically reviews literature on the organizational change process and readiness for change and proposes a conceptualization of system readiness for change. It seeks to provide insights into the dynamic interaction and readiness for change process. It concludes with implications of the framework in education reform from a cross-national perspective.
