On a number of indices, Sacramento is in a state of emergency. A report released in 2009 revealed African American children were consistently dying at twice the rate of any other ethnicity. The four leading causes of death were perinatal conditions, infant sleep-related deaths, child abuse and neglect and third party homicides. Inside schools, the statistics were just as dire and racist. Wood and Howard (2018) found that Sacramento is literally the capitol of disproportionate suspensions for Black male students. To respond to the crisis, stakeholders formed the Black Childhood Legacy Campaign.
