This paper presents a novel scale development methodology for the creation of Rasch/Guttman-based scenario (RGS) scales. Through a combination of Rasch principles and Guttman facet design, RGS scales result in scores with meaningful, qualitative interpretations. This paper presents the methodological steps of developing an RGS scale, using several applications to illustrate the approach.
