Multi-Institutional and Multisector Higher Education Reform: A Collaborative Dynamics Framework

Abstract

Rooted in systems thinking, numerous multi-institutional and multi-sector change initiatives have surfaced to address complex challenges in higher education. Such initiatives operate under the premise that more can be accomplished as a collective to affect the overall system than as individual institutions. However, limited research has investigated how these initiatives function and the impact that results from collaborative engagement. The purpose of this paper, based upon an extensive multi-disciplinary literature review, is to identify the key factors of collaborative dynamics in multi-institutional and multi-sector reform projects that higher education reform leaders, practitioners, researchers, and evaluators should closely examine to contextualize and understand reform project activities, outcomes, and impact.
