Education technology often goes unused, limiting its potential to support student learning. Given that educators are the agents of change for technology implementation, their lack of involvement in technology decisions may explain their parallel lack of use. In this study, we worked with a school district to investigate teachers’ and administrators’ awareness of school- and district-level technology decisions; their involvement with decisions about technology and non-technology initiatives; and the extent to which technology impacts their role. With responses from 84 educators, we compare these between school-level and district-level decisions, as well as between teachers and administrators. By developing our understanding of educators’ agency, we can better support their engagement in decisions that could potentially improve technology use.
