This study examines the implementation of California’s Student Equity Policy across four distinct campuses in the state. Of particular interest was learning the ways that the policy, its planning process, and available funds were used to create new efforts to address racial disparities in student outcomes. Over an 18-month period, I examined the enactment process at four community colleges and the ways that campus leaders were able to advance their racial equity efforts. Findings from this work highlight the differential experiences in implementing equity based on the levels of organizational support as well as how responsibility for equity is distributed. The study provides recommendations for equity advocates to minimize barriers and resistance found when implementing reform in more race-conscious ways.
