Near Adoption of Performance Based Funding: The Case of Connecticut

Sat, April 10, 9:30 to 10:30am EDT (9:30 to 10:30am EDT), Division L, Division L - Section 1 Roundtable Sessions

Abstract

In 2015 the General Assembly of Connecticut enacted House Bill 6919, which established a task force concerning performance based funding (PBF) for higher education. The end goal of the task force was to adopt PBF, which nationally had already been done by over thirty states. Using document analysis and interviews of task force members, this paper sought to examine the political, economic, and social factors that led Connecticut to contemplate adopting PBF in 2015. Even though Connecticut contemplated adopting PBF in 2015, the policy was never adopted. Why did this occur? In addition to understanding what factors led Connecticut to contemplate adopting PBF, this paper examined what political, economic, and social factors contributed to PBF never being adopted in state.
