Fri, April 9, 10:40am to 12:10pm EDT (10:40am to 12:10pm EDT), Division L, Division L - Section 4 Paper and Symposium Sessions

Abstract

The portfolio management model (PMM) has rapidly grown in popularity. PMM situates the district as strategic manager of a choice-based system including traditional and charter schools. Despite promising positive effects, districts have experienced substantial political, logistical, and technical implementation challenges. The Los Angeles Unified School District presents a strategic case of the challenges and potential of PMM and related charter expansion. Using a micropolitical lens, we examine tensions that arose as one local CMO expanded its network of schools in Los Angeles. This three-year case study draws upon 43 interviews with CMO leaders, teachers, and parents. We find that broader political dynamics played out at the local level through tensions stemming from facilities concerns and efforts to standardize school quality.
