Equitable Access to Integrated School Essential Care Services and Gatekeeping of 504 and Individual Education Plans

Abstract

By developing a performance evaluation of 504 and IEP Plans with the use of DASS-21 and HOPE Scale; in conjunction with a mini qualitative study of the experiences of a student, her providers with both a 504 Plan and IEP, led to the deeper discussion of equitable access to integrated school based care through medical, educational and social service systems. IDEA and Section 504 Rehabilitation Act, was developed to customize needs based services to “special” students who did not fit the “normal” scope of school. In the post-pandemic return to school these laws and programs will not meet the demands of student needs and have the potential to decrease equitable access to universal care and customized resources for ALL students.
