Successes and Challenges Implementing Equitable High School Pathways for College and Career Readiness

Abstract

This study sought to examine how Texas’ new graduation requirements are being implemented in public school districts across Texas. To understand how high schools are implementing the Foundation High School Program, as well as students’ responses to the new requirements, the research team conducted site visits to 50 randomly selected high schools in 2018–19. During these site visits, the team interviewed principals and counselors and administered a survey to all Grade 12 students. Descriptive statistics were used to summarize the changes principals made to implement the endorsements, the impact on counselors and their workload in helping students identify careers and navigate courses, and student experiences with selecting and completing an endorsement.
