This study clarifies how non-formal educational institutions have tried to guarantee citizens’ learning opportunities as COVID-19 infection becomes more widespread. The case study selected was community learning centers, called kominkan in Japan, as non-formal educational institutions at school districts level.
The survey used mixed methods research, including a questionnaire survey of community learning centers as quantitative research and interviews with kominkan staff based thereon as qualitative research.
The survey revealed that the Community Learning Center has not been able to move learning activities online during the COVID-19 pandemic. In addition, it was founded that as residents have requested that kominkans to be closed as well as that they remain opened, non-formal educational institutions were forced to make difficult judgement calls.
