From Policy Text to School Enactment: A Study on the Policy Implementation of New Curriculum and New Textbook for Senior Middle Schools in Shanghai

Abstract

China has placed the educational reform, particularly the education development, as one of the national development strategies. Shanghai is in a leading position in education reform. This study investigates the policy implementation of new curriculum and new textbook for senior middle schools in Shanghai. The analysis of status quo shows that new curriculum and new textbook policy have been well enacted, and the chain runs smoothly. However, the policy discourse is more abstract and less operational. And also the communication and collaboration between institutions and actors within them need to be strengthened. Even though the human, material and financial resources are abundant in Shanghai, all of them need to be further optimized.
