Little research exists on the increasing number of networks for professional learning which have emerged among education systems globally. This study explores one such Global Learning Network, the ARC education project. Employing content analysis, we analyze observational notes, joint statements from ARC systems, and materials from ARC summit meetings. Drawing upon Rodway and Farley-Ripple’s (2020) application of social network theory to learning networks as relational spaces, we analyze how ARC’s consultancy model and leadership structures constrain and enable mutuality across systems. We also consider how the boundedness of ARC’s membership mediates opportunities for the construction of new knowledge within the network. We conclude with implications of ARC for professional learning in the global sphere.
