Equity-Oriented Leadership as an Enrollment Promotion Strategy in Marketized Districts

Abstract

This research investigates equity-oriented leadership within seven marketized districts across the United States. It expands upon a previous study of equity-oriented leaders that found that participants used equity work to promote enrollment within their schools. The present study draws upon interviews with 27 equity-oriented leaders working across seven marketized school districts. Participants leveraged equity-oriented practices as a response to competitive pressure and believed that equity. While research has shown that market policy results in increased segregation, markets are nonetheless being increasingly adopted throughout the U.S. Therefore, this research responds to an urgent need to consider what leaders working in these policy environments can do to create a more equitable and just space for all.
