In this paper, we examine the connections, tensions, and disconnects between municipalities, as local layers of provincial government, and school boards in Ontario, Canada. The relative independence that exists between provinces on educational issues makes it difficult to draw generalized conclusions about Canadian education systems, their governance processes, and structures. There is one aspect of educational governance, however, that is relatively similar between different jurisdictions, namely, the dependence-independence between local and provincial levels of government in relation to education. This study uses document analysis and a case study approach to characterise these relationships, allowing us to draw conclusions on the implications of the governance structure for the organization, administration, and delivery of public education in Ontario.
