Abstract

In The One Best System, Tyack (1974) explores the bureaucratization and urbanization of U.S. schools. Policy leaders drove a shift towards schools sharing values, structures, and curriculum. Immigrant students have gone to school in and been part of this system, often “at the mercy of ‘the one best system’” (Noguera, 2003). Where the one best system governs the laws of schooling for all those who participate, the history of schooling immigrant students may be read as a pluriverse of best answers. This qualitative, historical study offers a comprehensive history of systems and models used to school immigrant students. The objective here is to uncover how schools have made sense of and approached immigrant students across time and space.
