Abstract

The purpose of our research was to understand the specific problems that rural school districts encountered during the pandemic and to identify the policies, practices, and resources that are needed for rural schools. To achieve the research purpose, we surveyed rural 116 school districts and conducted focus-group interviews targeting 10 educational administrators. We found that many rural school districts struggled with a lack of access to affordable high-speed internet. Constantly changing state guidelines also created problems in school-community relationships. Furthermore, the lack of professional development resources and preparation related to online learning environments created stress for teachers. Thus, more and permanent sources of funding, better communication guidelines, and more autonomy are required for rural school districts.
