Teachers' Profiles in the Post-Soviet Region: Why It Matters for National Education Policy Making

Abstract

Teachers are considered the main in-school factor for student outcomes (Chetty et al., 2014; Darling-Hammond, 2009). Evidence shows that teacher quality matters and that the students taught by different teachers experience different educational outcomes (OECD, 2022). It is important to understand who teachers are, what conditions they work in and what issues they face in their daily work to build strategies to improve student performance. Without understanding the profiles of teachers, it is impossible to address issues of teacher quality and quality of education. This study uses TALIS 2018 data and cross-country comparative approach in post-Soviet countries of Georgia, Kazakhstan, and Russian Federation that inherited similar education systems but have gone different routes since gaining independence in 1991.
