Abstract

As innovation school policies spread across the country, it is vital that we understand how states frame innovation and what possibilities their policies create for equity-driven school change. This study looks at the innovation policies for schools and districts in the thirty states where they exist, considering how states frame innovation and the extent to which the policies promote radical innovation. Radical innovation creates fundamental shifts in practices. We argue that, as they currently stand, no innovation policies allow for the radical change necessary to transform longstanding, biased institutional structures and norms.
