Abstract

Existing research showed a significant positive association between net tuition revenue and international undergraduate student enrollment at public doctoral universities (Cantwell, 2015; Komissarova, 2019). This research, furthermore, investigates that 2018 international undergraduate student enrollment significantly influenced net tuition revenue after controlling ranking, size, and location. It also discovered that the interactive effects influenced the net tuition revenue. The Cost-Benefit Analysis (CBA) theory, as the theoretical foundation, emphasizes informed decision-making through efficient investments for maximized benefits. With the sample of 180 public doctoral institutions, ANOVA, multiple linear regression, and interactive effect analysis were implemented based on the secondary data mostly from IPEDS (The Integrated Postsecondary Education Data System). It applies informed decision-making through a cost-benefit lens for practitioners, researchers, and policymakers.
