Abstract

This paper explores policy implementation through federal grant funding designated to increase college-going rates for underrepresented groups. The Higher Education Act of 1965 is presented as a key inclusion policy for higher education. The study explores the impact of federal policy on effective programming and leadership practices of school and community partners used to address policy limitations and increase college-going rates. Ultimately, we provide suggestions to address governmental roles in increased equitable accountability for federal funding.
