A Critical Policy Discourse Analysis of Inclusion and Exclusion Criteria in a Statewide Promise Program (Poster 4)

Abstract

Statewide promise programs can broaden access to higher education and benefit local economies. However, in states with existing promise programs, individuals still face significant barriers to both enrolling and persisting in college. In this critical policy discourse analysis, we explored the inclusion and exclusion criteria of statewide college promise programs. Using Ray’s (2019) theory of racialized organizations, we analyzed how promise programs - under the guise of equity - perpetuate exclusive and oppressive practices within community colleges. It is incumbent upon policy analysts, researchers, and makers to craft promise programs that are as expansive and linguistically clear as possible to avoid the ambiguity that ultimately leads to the reinforcement of white supremacy.
