This paper presents the policy development and analysis framework tool I created during a larger comparative case study of two American science standards policy movements. This tool will help researchers better understand the complex context in which education policy develops by providing a systematic method for visualizing the policy network from interview and document analysis. It expands previous policy frameworks by considering the impact of both private and public sector actors on policy development. This paper explains the tool and provide examples of the use of the tool by applying it to the policy systems that led to the creation of the National Science Education Standards (NSES) in 1996 and the Next Generation Science Standards (NGSS) in 2013.
