Abstract

Consensus on effective professional development (PD) characteristics might be extended by considering layers of PD – design, implementation, and effect. This study aims to discover effective PD characteristics by bringing together different roles involved in one particular PD – PD coordinator, facilitator, and five participants. Qualitative data supported each element of consensus – content-focused, collective participation, duration, active learning, and coherence – while also discovering some overlooked PD characteristics such as the inclusion of assessment into PDs. It also brings new insights to the PD design literature, such as making PD design decisions according to the teaching philosophy of the PD. This study has implications for PD designers and facilitators to strengthen their design and enactment.
