Examining Title II Education Spending: Descriptive National Portraits of Funding Allocation and Professional Learning Types

Abstract

Title II, Part A, is one of the key sources of federal funding for supporting principals and leaders. Despite its significance, there is a lack of study on it. In this regard, we conducted document analysis to examine "ESEA Consolidated State Plans" and the four-year "State and District Use of Title II, Part A Funds" reports. The findings indicated that states exhibit variations in the allocation and utilization of Title II funds for principals, and these plans and usage patterns tend to evolve over time. The report indicates a discrepancy between the ESEA plans and their actual utilization. This study offers Title II policymakers, state, and district stakeholders useful guidance while advancing policy implementation frameworks and policy attribute theory.
