Echoes of the Past: Persistent Racial Disparities in California School Suspensions

Abstract

The objective of this study is to analyze suspension rates for offenses under California Education Code Section 48900(i), focusing on violent (no injury) offenses, including profanity and vulgarity, across different racial groups in four large California school districts from 2017-18 to 2022-23. Using data from the California Department of Education, disparity ratios will quantify differences and predict future suspension likelihood for Black students. Preliminary analysis shows significant disparities, particularly affecting Black students. The study explores potential causes such as implicit bias and variations in disciplinary practices, examining trends following Assembly Bill 420 (2014) and Senate Bill 274 (2019). The goal is to raise awareness and advocate for policy adjustments to ensure equitable educational opportunities.
