Assessing Black Male Access to Gifted Education in the State of Georgia

Abstract

School-level factors influencing gifted identification rates among Black male students were identified using data from the Georgia Department of Education Data Collection 2021-2022 and linear regression models. This study was guided by Dr. Mary Frasier's (1997) four-A framework to better understand the prevalent causes of the nationally known problem of underrepresentation of minority students (e.g., Black males) in gifted programs, particularly in terms of identification. The key findings revealed that Black male gifted identification rates increased as school levels increased. Black male gifted identification rates were lower in Title 1 schools across all physiographic regions. The predicted gifted identification rates for Black males were also lower in physiographic regions that comprised more rural areas compared to urban cities.
