Education’s “loosely coupled” nature makes systemic shifts challenging, but New Mexico has successfully moved its teacher preparation ecosystem towards universal paid residencies. This symposium shares research and descriptive case studies, including the impact of a statewide coalition to reduce variability across teacher preparation programs, how the state built political will and policy coalitions to fund and support the shift, state education department leadership efforts, and the role of external intermediaries and researchers. The panel discussion includes voices from state policy leaders, a longtime national intermediary supporting the development of sustainable funding sources for residencies, program leads from the state’s flagship institution and a community college flipping its licensure programs into residencies, and the external evaluator of the statewide initiative.
