The question of how teachers come to form the beliefs and attitudes they have about Student Growth Measures (SGMs) is underexplored in the literature but can potentially inform important changes to state teacher evaluation policy. Using survey data from teachers (n=779) across three states (Florida, New Jersey, and New York), the purpose of this study was to develop and test a structural equation model (SEM) of the relationships between various teachers’ beliefs about SGMs for high-stakes teacher evaluation and the factors that influence those beliefs, including the perceived validity of SGMs and their perceived impacts on educational equity.
