Contradictory Origins and Racializing Legacy of the 1968 Bilingual Education Act. The paper demonstrates two points. First, policymaker and activist BEA support arose in response to contradictory shifts in the 1960s political economy and racialized social order that has only further intensified since. Second, BEA’s shifting raciolinguistic framing ultimately served white elite interests over those of urban Latinos.
