This panel examines voter, candidate, and party leader behavior under free-list proportional representation. Free list PR is an electoral system in which voters can cast as many preference votes as there are seats in the district, and are free to distribute those votes across party lists (panachage). The free-list has a long history in Switzerland and Luxembourg, and has been adopted more recently in Ecuador, El Salvador, and Honduras.
